In the process chain for a concept of operations (CONOPS) it is necessary to organize, manage, and oversee the process of reaching to an agreement with internal and external stakeholders.

By developing the technology and processes in the CONOPS through the proof of concepts (operational readiness and technical readiness) it ensures that all the stakeholders involved are organizing their business operations according to the new CONOPS and are perpared for the Go-Live. After the Go-Live the process control with the organizations will be adjusted for the CONOPS to perform to the best of its ability.
